La aldea de Santa Lucia pertenece al municipio de Ocón, que es uno de los pocos municipios de La Rioja cuya estructura agrupa a diversos núcleos de población ubicados a l pié de la Sierra de la Hez. Estos son: La Villa, Los Molinos, Oteruelo (abandonado), Aldealobos, Pipaona y Santa Lucía. El ayuntamiento está en Los Molinos y cada aldea tiene un alcalde pedáneo (que es concejal en los Molinos) quien anualmente convoca a todo el pueblo en régimen asambleario para aprobar las cuentas y hablar de los proyectos de futuro. Aunque se suele decir pueblos del “valle” de Ocón en realidad no están en un valle sino en la ladera norte de la sierra.
Como tantos otros pueblos de la Sierra de Cameros, Santa Lucía sufrió un fuerte proceso de emigración en los años cincuenta y sesenta del siglo XX que estuvo a punto de acabar definitivamente con su historia. Por suerte, en Santa Lucía se mantuvieron viviendo tres familias que impidieron el abandono total del pueblo: la de Esteban, la del Chapurro y la de Angel.
A partir de los ochenta, gentes de Logroño como el médico Loyola, el pintor Ropero o el escultor Reyes, compraron casas abandonadas con la idea de reconstruirlas y ocuparlas estacionalmente. Poco a poco otros muchos urbanícolas o antiguos vecinos del pueblo hicieron lo mismo y el pueblo volvió a la vida. El empuje del alcalde pedáneo Manolo Fernández fue en esos años un importante factor en la reconstrucción.
Para dinamizar la vida social y dotar de ciertos servicios al pueblo se creó entre los vecinos una ASOCIACION CULTURAL que consiguió fondos para construir una pequeña PISCINA, que es el punto de reunión del pueblo en verano, arreglar la CASA DEL PUEBLO, que es el punto de reunión del vecindario en invierno, y para organizar las fiestas mayores del pueblo en los días en torno al 16 de Julio, festividad de la Virgen del Carmen, y en torno al 13 de Diciembre, festividad de la santa Lucía.
Algunos de los vecinos ocasionales se han convertido en definitivos, y de entre ellos cabe destacara a la pareja de artistas formada por ROSA CASTELLOT y FELIX REYES, a quienes dediqué por ello un artículo en la revista de la Asociación Cultural del Valle de Ocón, considerándoles como los verdaderos “reyes” de Santa Lucía. Su Casa, un auténtico museo de arte y etnografía, es fácil de identificar por la escultura que tiene en la puerta. Como auténticos “reyes” siempre velan por todo lo que concierne al pueblo y nuestra casa les debe no sólo su origen, sino también su constante atención hacia nosotros y hacia quienes la habitan con nuestros intercambios.

The village of Santa Lucia belongs to the municipality of Ocon which is one of the few municipalities of La Rioja which structure is composed of various villages situated in the "Sierra de la Hez". These villages are: La Villa, Los Molinos, Oteruelo (a deserted village), Aldealobos, Pipaona and Santa Lucia. The town council is in Los Molinos and every village has a mayor (who is a town councillor in Los Molinos) who makes an assembly in the village every year to talk to all inhabitans to approve the public accounts and to inform them about future projects.
Santa Lucia suffered an emigration process in the fifties and sixties of the twentieth century (like many other villages in the "Sierra de Cameros") and it was almost in the limit to dissapear. Luckily three families stayed in Santa Lucia and thanks to them the village did not become deserted. These were: Esteban´s family, Chapurro´s family and Angels´s family.
In the 80´s a lots of people from Logroño bought deserted houses with the idea to rebuilding and living occasionally in them. Many citizens and old inhabitants of the village started to do the same little by little and the village began to be alive. Also push in rebuilding of the mayor Manolo Fernandez was really important in those years.
The neighbours of the village created a Cultural Association between them to make social life dynamic and to create certain services for the village. This association collected money: to build a small swimming pool which is the meeting point of the village in the summer; to clean and rebuilt the "house of the village" (la casa del pueblo) which is the meeting point of the neighbourhood in winter, and to organize the village festivals around the 16th of July, because of the Carmen´s virgin festivity, and around the 13th of December which is the day of Santa Lucia. Some of the occasional neighbours have become real neighbours, I mean they live now permanently in Santa Lucia, for example the couple of artist Rosa Castellot and Felix Reyes to whom I have dedicated one of my articles in the Cultural Associtaion Magazine of the Ocon´s Valley considering them the real "kings" (Reyes) of Santa Lucia. His house is a real art and ethnologic museum easily to identify because of the sculpture in the entrance. Like real kings they pay attention to what happens in the village and thanks to them we built our house. They are always kind to us and to the people who stay in our house because of our house exchanges.
